Saturday, February 27, I decided to accompany a friend of mine in Piazza Venini, near Papiniano in Milan, in his second appointment at the Immigration Office for the findings before the final delivery of a residence permit as a domestic, long process started in September 2009.
Convocation is at 9:00 in the morning. We arrived at 8.50, and the side door from which they enter the quasi-regular foreigners is still closed. Door in a corner, far away the front door of the police station concerned.
people waiting outside, not inside the waiting room, no voice to ask. Only a sheet hanging on the door that says on Saturday will open at 9, then at 9.30, 10.00 and so on.
At 9:05 the door opens. The people has the call sheet and enter. We need companions to wait outside, inside tell us that there is not enough space. Finished
to get about 20 people present, the door closes, at 9.10.
Soon after, between 9.10 and 9.15, comes a lady with a child, a girl, a man with all the family, a boy, two girls, all with the convening 9.00.
Some come to ask around the corner to the police, but the answer is vague now, focused on the fact that they arrived late. For the sake
also I'm going to ask, to understand what they have to do all those people now come to be about 10.
Within the police station and tell me that the door will reopen at 9.30, maybe. "Perhaps?", I think, "What do you mean maybe? What does it depend? ". I decide to wait and get up at 9.30.
At 9:40 we're all still the same front door closed and nothing moves.
I decide to go back to ask. Still within the Commissioner. Is entering another girl to get information, she tells me she is the third time it is called with no result in that the High Commissioner.
I speak with the same police officer asking for an explanation first, and he says: "I decide, and then who is left out is because it arrived late. Must return Monday or Saturday. " I'm like to note that people arrived between 9.10 and 9.15, and that does not seem a big delay. The I also note that I had said they would reopen at 9.30, and now the 9.45. He continues: "And look at that if we open at 9.30 am is to do a favor." Me and the girl next to me the note that is written on the door that is open every half hour. He insists: "It depends on me, if you want to call my boss." "Sure, call it, I would like to talk to him, thank you." He calls on the phone, explained the situation. "We will be back at 10.30, if there is a possibility," he says.
Then get up a little 'voice. "He's kidding. What does it mean if there is a possibility. And why at 10.30? But it was at 9.30. Then he asks me who I am, and who are there. "I passed by chance and I'm interested in the situation," the vague answer for me not to jeopardize my friend. He asks me a document. I give it to him and tells me to sit in the waiting room.
“Non is the way to work or deal with people, "I say to him.
Coincidentally, after this conversation, the girl was at my side is now done inside. The cop tells me that the people waiting outside will get done soon.
I thank him, back entrance where the first police officer I laugh at the document. "Thank you, very kind," I say.
Esco and look to see if people will actually get done.
few minutes later comes the person who actually opened the door at 9.00. Angry
says that you should not arrive late for appointments, which must obey the rules. Reluctantly enters the people,
I, disgusted, but happy, I'm leaving. I call now my friend telling him, in case you were to ask, not to say that I know.
Needless to say that all the people waiting outside the door ghost were foreigners, waiting for the permit.
Needless to say, I was the only Italian, the only one in that situation could afford to raise their voices to assert their rights and those of others, without risk of being revoked the permit.
Needless to point out that the rights in Italy are not equal for all.
