Addressing the topic of gender equality and opportunity is a necessary, symbolic of a change requested and tribute to democracy. For this reason Cittalia updates and proposes the investigation "Women and Representation" as a tool to provide an overview of gender representation within the municipalities.
The limited participation of women in institutional e politica, in Italia come nel resto d’Europa, è un elemento di preoccupazione che non sembra ancora aver trovato una efficace via di soluzione. È evidente che il riconoscimento dell’uguaglianza e della parità sul piano legislativo non sembra sufficiente per favorire la presenza di donne nei livelli decisionali, tuttavia, già dall’ultimo decennio del secolo scorso, si è avviato un processo importante sul tema delle politiche di genere. L’agenda delle questioni delle pari opportunità viene ora affrontata in un’ottica vasta, superando la mera prospettiva dei diritti formali delle donne - spesso limitati all’enunciazione dei principi di parità in ambito lavorativo - e transitando verso una visione complessiva gender policies as the basis of changes in society.
Cittalia The survey begins with these considerations in order to explore the panorama of Italian municipalities, showing how, within municipalities, and interpreted the principle of gender representation and shedding light on the numbers of female administrators. The study explores the characteristics of Italian municipal administrators, the roles that they cover, the spatial distribution, educational qualifications, the age distribution and comparison with other levels of government, seeking an explanation for the digital divide between men and women (the administrators are just 18% of the total local administrators) and highlighting the paradoxes related to established events in the enhancement of preparedness and professionalism of women.
The survey also presents the results of a sample survey which photographs the condition was suspended from work, family, politics and inequality, where women are exposed, making the point about the state of the art and prospects of equal opportunities in our country.
In the final part of the volume is developed a qualitative survey, conducted in the form of interviews, which involved Italian administrators committed to enhancing the role of women within the Italian public life.
