An observatory to tell women

Bocconi University submitted 15 proposals to facilitate the entry of women into the workforce. "I am very happy to be with you. Focusing on women is not only an act of social equality, but also a source of economic growth - said the mayor of Milan, Letizia Moratti. "

Focus - female employment since 2009, is firm in Italy to 46.4%, far below the European average as measured by the OECD
Research sponsored by Elle - www.elle . it - was created by sisters of Italy - Www.sorelleditalia.net - in collaboration with the Istituto Piepoli. Milan, Rome, Bari and Bologna in cities such forums were held, collected thousands of interviews which gave body to the White Paper by Danda Santini, director of Elle magazine, in the presence of the Minister Carfagna and the parliamentary majority and opposition. It is an observatory to tell Italian women, desires, expectations and problems.
It starts from a very alarming figure: the female employment since 2009, is firm in Italy to 46.4%, far below the European average as measured by the OECD (Organization for Economic Cooperation and Development) which published data the employment rate for women and youths.
embarrassing for Italy, which is confirmed lagging behind as regards the female employment data also shows worrying in the relationship between young people and work.
Our 46.4% is far in Norway (74.4%), but also from the average of OECD countries amounted to 56.5%.
Fortunately, our country has shown improvements over the last ten years, from 38.3% to the current figure, however, probably an accomplice of the economic crisis, last year lost nearly a percentage point from 2008, when the rate of female employment stood at 47.2%.
Hence the proposals:
a) Taxation advantageous for firms hiring women - bill of Senators and Ichino Morando;
b) enter into public procurement, points in favor of companies that are implementing best practices;
c) imputed contributions for 24 months for the first son and 12 for second place in advance of the board;
d) the integration of contributions for periods of part-time work;
e) possibility of earlier retirement for all in case of care for older people
f) more deductions for families in which both spouses work for the medical expenses of children and the elderly;
g) maternity benefit to 5 months for women workers autonome, precarie o per quante sono in cerca di lavoro;
h) congedi di paternità obbligatori per 2-6 settimane – proposta di legge dell'onorevole Saltamartini;
Il Ministro Carfagna ha ricordato il Piano di conciliazione per investire 40 milioni sui servizi per le famiglie e per l'infanzia: tali somme were transferred to the regions in the month of January and plans are being presented.
the merits of the topic is of some interest to report also the detection Unioncamere published in December 2010 on enterprises with women as owners. In central and northern regions of the number has increased by 5% in 2009-2010 compared to 2004 and even though the total dropped from 540,000 .- to 529,000 .- is found that the phenomenon is far infriore that of men. In particular, the Tuscany recorded a steady increase of women entrepreneurs over the past 5 years.
The analysis of the data confirms that growth is greatly affected - more than 4% - from companies owned by a foreign woman

Labor and empty cradles. How heavy is the precariousness

been two months since the second National Conference of Family . The event, designed as a forum for the discussion of measures to support the family, has attracted media attention mainly because the defection forced the Prime Minister following the Rubygate , which has relegated to the second floor work schedule. Yet the issues addressed in the conference are of fundamental importance for the economic and social development of the country, especially in times of declining fertility and aging of the population constant. Overall, it appears necessary to help families through measures to support income (see also about article Paladini on this site), to facilitate the reconciliation of work and family life Finally for promozione del ruolo della famiglia nel sistema educativo e nella formazione di reti di mutua assistenza.

Piuttosto, you need a broader perspective and to consider, alongside the policies ex post, even ex ante interventions couples who put in a position to have the number of children they want. The decision to become parents requires a certain stability and certainty, including economic. The dualism that has been created in the Italian labor market, with an increasing proportion of young people with low income levels, inadequate protection and discontinuous careers, and mature workers with higher wages, greater job security and greater career opportunities, had a severe impact future generations. In particular, young women face choosing to become mothers in a context of precarious employment and lack of safeguards.
In our recent work we used data from the Survey on Household Income of the Bank of Italy (questionnaire 2006) to deepen the relationship between job insecurity for women and children going to do in Italy (Modena and Sabatini 2010). According to economic theory most widely accepted, the decline in fertility was a consequence of increased female participation in the labor market. The highest levels of education and the best prospects of the female workforce would pay it caused an increase in the opportunity cost 1  della rinuncia al lavoro, rendendo sempre più frequente il rinvio della maternità.
What is happening in Italy? According to our estimates, the intention of having children is significantly adversely affected by the precariousness of women (which often involves frequent intervals of unemployment). Couples where the woman is insecure have 3% less likely to plan to become pregnant than those in which the woman is employed for an indefinite period (with the same other characteristics such as age, number of children, level of education, etc.).. The uncertainty is a deterrent, especially for younger women and couples in modest economic circumstances. The interpretation This result seems immediate: the precariousness of women is associated with a high uncertainty on future income and well-founded fear that the choice of becoming a mother would undermine any possibility of realization in the world of work. The working poor generally do not enjoy any form of maternity leave, much less parental allowance. Moreover, the duration of the condition of insecurity is positively correlated with a decrease in the probability of finding a stable job ( Barbieri and Scherer 2010) and an increased risk of poverty ( Bank of Italy 2009). Daily experience shows that, for a fragile young woman, pregnancy can lead to termination of employment, making it even harder to return to work after childbirth. The atypical workers are therefore often forced to choose between motherhood and participation in the labor market. In this context, the loss of the job can have dramatic consequences for two fundamental reasons: 1) highlights the financial difficulties of the family, moreover, exacerbated by the birth of a child, 2) create for women the risk of falling into a trap of insecurity, characterized by a sequence of small fixed-term contracts with no prospects and little chance of having their professional satisfaction. The precariousness rather male does not seem to have a significant effect on the decision to have children, reflecting the fact that usually the man is not forced to face a trade-off between career and parenthood.
support measures suggested so far by the fertility debate (see note the proposals of the National Conference of the Family) are sometimes, rightly, to help couples with children. But forget, guiltily, women who have been forced to postpone or give up. We believe that to support the family interventions are not sufficient, though necessary, ex post: it is essential to combat the root causes of the decline of fecondità, adottando serie politiche del lavoro che riducano la precarietà, soprattutto quella femminile.

Strategy 2010-2015

From 1 st January 2011, the content of this page will be placed under the portfolio Justice, Rights and citizenship and transferred to its website.
Strategy for equality between women and men (2010-2015) was adopted September 21, 2010.
inequalities between women and men, violate basic human rights. They also represent a heavy burden on the economy and an underuse of talent. Strengthening of gender equality can generate economic and commercial benefits.
Strategy for 2010-2015 builds on the experience of Roadmap for equality between women and men (2006-2010) and consists of a comprehensive framework through which the Commission is committed to promoting gender equality in all its policies.
The strategy highlights the contribution of gender equality to economic growth and sustainable development and promotes the establishment of a dimension of gender equality in Europe 2020.
The thematic priorities are from the "Women's Charter"
  • equal economic independence for women and men equal
  • remuneration for work of equal value;
  • equality in decision-making;
  • dignity, integrity and an end to violence based on gender;
  • promoting gender equality in Outside the EU
  • horizontal issues (gender roles, law and governance tools).
It follows a two-tiered approach involving the mainstreaming of equality between women and men in all policies and EU activities (gender mainstreaming) and specific measures. For each priority area, key actions and detailed proposals for change and progress are described in an annex of the communication.
The new strategy will strengthen the cooperation between various stakeholders and to improve governance. It will prepare the ground for future cooperation on gender equality with Member States and with the European Parliament and other institutions and bodies, including the European Institute for Gender Equality.
